One of my teams decided to try maxing clutch for the entire team for the preseason. I'm pretty sure we were worse on 3rd down.

Needless to say we decided to try something else.

how much strength does the DE need before heavyweight becomes worthwhile?

supposedly its about shedding blocks not about strength
so its a combination of lots of things

So when you shed a block, heavyweight has a chance to kick in

I go with pass rusher

I have a backup level 40 DE with 18 VAs.
11 Clutch 55% chance of it happening
He picked up his first 2 sack game that I can remember and a fumble (all on 3rd & 4th downs)
5 Pass Rusher
2 Special Teamer

Do I recommend it? Depends on YOUR situation.

It's not that it's not about strength it's that 120 strength won't do you any good if you don't have the agility to shed some blocks in the first place.

that's not what the VA says exactly. It says it gives a BONUS to the CHANCE of knocking down an opponent when breaking a block. Similar to an elusive back with bruiser, if you have low strength and a nominal 0% chance of knocking down an opponent when breaking a block, having 50 points in heavyweight wouldn't help. OTOH if you knock down your opponent say 40% of the time, with max heavyweight, you would then knock him down 52% of the time.

Right. 80 str and 120 agility would be more effective than 120 str and 80 agility.
