no if you want to win then you have to boost so the ones who dont are the foolish ones. 90 percent of all champions had boosted players last season. Almost all with the exception of 2 teams had boosters.
People who complain are the people who either, 1) Canot afford to boost, 2) has a team full of their own players, who cannot afford to boost, 3) has too many agents who cannot afford to boost.

4) Are moving the team from the pee wee team to level 13 or 16 cap the following season.
Honestly though id love to see pee wee as complete non boosting so everyone was on a level playing field. Would be interesting to see who had great tactics and depth instead of knowing that your great tactics could never beat a team that were 2-3 levels better than yours. But the situation is the situation as it stands and im fine with that...we play the game and we know you can boost so to my mind we cant complain when teams do

I agree that pee wee should be a non-boosting league. It's supposed to be a fun diversion.
FWIW, the Butte Pirates won PW3 last season despite using only 11 boosts total - 1 QB (x3), 1 LB (x3), 1 HB (x1), 1 WR (x1), and 1 K (x3). No idea why the kicker boosted... maybe it helped a little with field position. I'm pretty sure those 5 players were also the only ones with custom equipment.
We also didn't create our players until day 40.

In Peewee you boost before playoffs... if you boost day 1, you will tend to lose a level by the end of the season in stats.

Can't stop the 25+ agents on my team from boosting their players. Some just want to dominate the diaper league. Not a big loss to boosting so if they have the cash, let them. It only makes a diff if most players boost or skill guys all do.
