i can set u up a CMS like my teams but ill only install it for u, you would have to edit it urself
its easy to edit though requires no coding knowledge.

Websites are created by knowledge of html/css for basic websites, with flashy features, programming languages come into play, such as php, and sometimes database related things, using mySQL. I myself have studied them for a few years but arent creating any websites at the moment.
If you do not find somebody its best if you find a nice "blogging" site like someone mentioned blogspot.

Freewebs and sites of that nature that give you easy to make editing options are basically the best option to go if you cant find anyone to make you a website and you dont have any coding knowledge, their good and reliable their just not as "creative" and cant be stretched out as much as with having a custom made website.
