the first eliminations i will make are of teams that shouldnt be in level 21 capped leagues.

to kenshinzen, im taking the best/most fitting 32 teams that apply, not necessarily the first 32, although if it came down to two teams in a dead heat ill take the team that signed up first to be fair.
