Not all teams sell out and dump their lower level players when they get promoted.

Competition is tough at the higher levels, but back to back promotions in this region should be easy with a team full of well built players.
It shouldn't be until a team reaches level 30, that they will have to compete with level 50's.
Although there are exceptions. (cheating bastards)
