Attributes are king in this game.

Your Spd is very low for that level, my level 18 has more.

Spd to 68, Str to 60. No more Vis or Sta.

I agree that you need to be bumping your speed up a lot. First step and change direction aren't going to help you if your speed is only 53.

When your natural Spd and Agil are 68+ and your Str. is 60+, then I'd conside increasing your SAs.

+1 to all. Get that speed up quick. If you have the VA "jump the line" or whatever it's called, you might want to get vision up a bit higher, but I would say only by training.
