Is it possible since Throwing improve your punting bar and vision is also very important. If you have a great punter with high vis/str. then add some throwing to help your punting bar as well as backing up as a second or third QB.

No because of out of position penalty + stamina concerns. There are no good reasons to be a dual role player in this game.

As a backup, it might make sense. However, there are a lot of unsigned QBs in the league, so not sure that is a big need.
If Bort ever introduces trick plays, then a fake punt would be something he could capitalize on.
