What should be capped in order I was thinking 1-str, 2-speed, 3-agility, 4-carrying. Any advice would be appreciated.

I think what's missing is agility. You should have 60 agility as well before you worry about taking speed to 68. I think capping vision is good as well, but it is after carrying. If you want to be competitive early on then he is going to need speed early on. I would recommend capping speed after strength, so you don't stand still after you get the ball.
