Confidence has to go up... a lot. I wouldn't touch anything else until your confidence is up at least two more caps.

Agreed. Conf i think is your main issue. Maybe move some equipment and VAs around to get some immediate gains. A reset of those 22 VAs into 15 Conf, 7 punt and an equipment shift from punt to conf could have you nailing a lot more coffin and out of bounds punts.
