I have a level 1 DE and 15 SP to spend. Will I be better off with higher agility or speed?

Don't spend the points. At least, not yet, and you'll be better off than either.

Am I better off to wait for the season to start to spend the SP? I have heard that about boosting. Why?

Find information on 'slow building'. Not all sources on the subject are good, but the core concept is there.

basically the higher your attribute the less value you get from training so if you train the attribute (either spd/agl, it's a personal choice) for a while you can get the total higher while using less SP.

Most people like to train an att untill at least 22-25 before they put any points in.

in general, i like more speed coming from the weak side and more agility coming from strong side.

both are going to need to be at a natrual 68, though.
the difference will come from EQ and VAs.
