Does Defense General SA apply to them or is it Only to MLB in the 4-3 scheme?

Its useful to ILBs (think of them as two MLBs) but if they both have it, only one will be active.

The game randomly chooses one ILB per play, then rolls to see if general will activate. Ideally, both will have plenty of it.
