i did kinda screw up his VA's, but here are the bonuses.
Speed +5.25
Agility +6.24
Vision +2.32
Intercept chance +5%

I think it's decent. Pump up a little more vision and jumping and you should do fine.

I'd say more agility before anything else and you should be doing a lot better.

I've been following a pretty balanced build his entire career. He's always sucked, tho. I'm beginning to think he's cursed or something.

If you can get speed to 90, and agility to 80, you will be fine there for quite some time (maybe even until retirement). Even 85/75 would work very well.

why do you think he sucks? is the WR he is covering always catching a pass?

He probably think he sucks because of his relatively low PD and INT numbers. if he wants to get his INTs up, I think he needs more Super Vision and Sticky Hands, and reset his Vet Abilities (you can reset them now with the new abilities that just got put in). For VAs, I would look at maxing Ball Hawk if he wants more INTs, or 3rd Down Stopper or Long Reach to increase his PDs.

But if he really wants to increase his stats, he's gonna need to move to a lesser team where he can be the starter, so he can get more playing time to have the opportunities for more stats. But I don't worry about stats so much. My CB is a starter for my team, is middle of the road in INTs and PDs in my conference, but when I look at the game film, is thrown toward almost half as often as other similar CBs. So if you think you suck because of your numbers, check you game films and check how ofter the guy you are covering gets thrown the ball.
