think it'll probably come out after they start allowing DCs to use the plays they create with the defensive play creator. possibly as soon as season 9, but my guess would be 10.
I really don't think it would be that hard to implement at a basic level and would add TONS to the game, especially for OCs. Just something simple that would allow you to choose from basic formations and pick each receivers route would be awesome.

Bort has mentioned previously that it could be implemented quite easily but the scope for exploits is too large, this coud be reduced by only being able to assign pre-determined routes to the players.

If they create this then they need to let the defense do all sorts of stunts on the dline just to counteract the time it would take the defense to create plays to counter the offense formations and plays. Let the offense have to create blocking plays for the oline otherwise it becomes to offense oriented. Think how tough it would be for an OC to have to scout the Dline to create the right blocking plays for the oline, instead of just having them drop back to pass protect.

It's not like it's a bad idea to be able to further customize your offense, but it isn't nearly as compatible as the DPC. The best thing would probably be to just get more formations in there since you can already pick whatever formation in whatever situation, and customize blocking, etc.
A wishbone, double TE stack, trips, four wide formations, and perhaps things like a WR lining up in the backfield without playing RB could be easily implemented.
