Wasted is probably too strong a word, but could be better spent. I personally feel that for a given level there's targets for each stat. Too few and you aren't playing to your potential, and too much and you're taking points away from another stat (which is thus below it's target). For level 46, I think 68 strength is too much - but you're right, it's not an egregious mistake, and is not likely to cause him to play badly on it's own.
