Bad advice, if I am understanding your suggestion. If it can be capped at level 3, it should be. Waiting until level 4 means you've lost out on increased SP value for the auto-points at level. You could have gotten that added benefit AND been training another attribute instead.
By the way, decimals count in the game. There's no inherent benefit to having a "full point"
