Im a level 45 RB I believe. I have stamina of 47. I tend to slow up and not have as good of cuts toward the 3rd and 4th quarter... Do I need to boost my stamina or am I about average?

47 stam should be fine. Make sure you arent on special teams, that eats up energy
Also keep in mind power backs use more stamina, atleast in my experience. Breaking tackles takes energy

Confidence? The pressure is on in the 4th and guys tend to slow down and be less effective I find. Had been noticing this as a DC with my corners playing sluggish in the 4th.
