Build him to play coverage and ignore the fact that he is a return man. There won't be a lot of difference in the return play regardless of how you build him, unless you totally ignore speed.

Choose which you want him to focus on for the rest of his career, and build that way... Any return man can play a 3/4th CB if built right.
The hard part is choosing that focus though. You dont want to waste points on something you wont need later on.

WRs and HBs have an inherent advantage over CBs in KR/PR due to their far superior tackle avoiding SAs.
That said, the only way that a CB can compete is to have the Return Spec SA. The problem is that you don't want to go that far into both trees... that is a waste of SPs. The way you could mitigate this is to just forgo the whole shutdown tree and go 100% speedster. one route you could go is making a blitzing CB. you will already be 3 deep in the speedster tree... blitzer is just one tier higher. most effective blitzes come from CB3, 4, and 5 and you make up this reduced play time by playing special teams. i might even advocate taking the special teamer SA and play KOS as well as KR/PR.
