if you really want to build this guy, you'd miss a couple of seasons.
But if you intense train just speed and agility up to 35 or higher by level 13 and don't boost till you hit 13, and save every single s.p. you can get both speed and agility to 68...roughly, at the same time.

You can do it for one attribute by level 12 or so. It isn't a bad tactic (though i don't prefer it) if you really only care about one attribute. it'll end up slightly higher than it would otherwise, but at the expense of lower overall attribute totals.

Saving SP's to cap it all the way up to 68? Not recommended.

Even assuming you're training the skills you're trying to cap, you're going to be waiting a really long time to get that one attribute up to 68 by saving SP's. I'm all for saving up to 48, then plugging them into there until they get to 60 or 68 since training returns are no longer viable. But LB's need so many different phys attributes to be productive players that it doesn't make sense to solely focus on speed or agility or just speed/agility till those are up to 68. If you cap speed at 48 and start plugging SP's into it to get it to 60/68, then that means you can shift your training focus to those underlevelled (but still crucial) attributes like vision, strength, tackling, then to a lesser extent confidence/stamina/jumping.

My linebacker has low strength, speed almost at 100, and pretty high agility. He's almost a league leader in sacks and leads the team in sacks, tackles, and hurries.

You don't have to sacrifice nearly what most people in this thread are suggesting to make this happen, especially if you slow build.

um.... my LB is close to that..... if i set his equip to speed he would be ......

92 speed, agility 71

in about a season and a half i will be maxing out track star.... which would theoretically make him 101 speed and 75+ (if i were to work on his agility some more ....

BUT!!!

i don't like my all speed equipment setting .... just didn't like it when i set his equipment that way... my LB plays better with 85 speed 83 agility to be honest ...

so in the season and a half when i have track star maxed out i will be at about 95 speed and 85 agility ... which i believe is a much better looking spread

(i understand people who are slow building may reach the goal alot faster than i did... keep in mind my LB is from season 1.... and i like to believe for a season 1 LB he has kept up, and is very impressive .... and yes i can't wait to get my slow build LB up to a high level like Robocop is at.)

speed is awesome for a LB..I dominated the league in tackles for 3 seasons with a speed MLB..only reason I am not tops this season is I haven't boosted him yet, so he is behind the league leaders by 3 or 4 levels right now..but still pretty high.

Reason you dominated then and not now is Agility. It's the new Speed. The only Linebackers who have consistently stayed on top is because they have a 1:1 ratio of Speed to Agility or are very close to it. Levels don't mean anything if you have better builds and greater game planning.

My LBer has 100+ speed/70+ agility (not counting VAs)...he's fairly effective, but nothing special...but then he is a backup and generally outleveled by his oppenents...
