I am in a level 13 capped league trying to figure out fine line where to start wrap up,balanced, and power tackling any advice would be appreciated.

Wrap up. I find there are way too many missed tackles if you choose anything else.

I changed to balanced once STR and Tackling were soft capped because there is a VA that targets wrap up tackling.
