WR
1] In a 2-wise set, go with a 4-2-5 or 3-3-5, the Cover shell does not matter. With 3 CB's on the field, CB3 will line up over WR1 with CB1, creating the double-team.
2] In a 3-wide set, go with a 3-2-6, again the Cover shell does not matter. With 4 CB's on the field, CB4 will line up over WR1 with CB1, creating the double-team.
3] You can also use Cover 0 to bring the FS up on a receiver. This leaves you without a "last line of defense" however and isn't recommended as a standard set.

TE
1] Go Cover 1 and the SS will cover the TE with the LOLB.

I wouldn't say that the cover shell doesn't matter completely, if you use a cover 3 or 4 you'll have CB's playing zone right? They won't double up that way.

My bad. I have never considered using Cover 3 or Cover 4, so it escaped my mind.
