I'm wondering if increasing NatlLdr will significantly increase my chances of activating DefGen or not. If you're already at 9, should you use your VAs elsewhere?

If you thought enough of D-Gen to put 9 points into it, then why wouldn't you want to accentuate that even further?

Don't know what percentage chance each level in the SA gives you. For example, if each level gave you 10%, then 10 levels in the DefGen SA would give you a 100% chance of activating making the "Natural Leader" bonus unnecessary.
I don't think each level in SA is worth that much, but you get my point.

DG can't fire every play, even maxes. % to happen SAs have to be why you get diminishing returns over 10, specifically to prevent that from happening (since it'd be pretty insane for a DE to have tunnel vision always on, or the general skills constantly raising your energy). So at 9, you probably have a chance in the vicinity of 65% is my guess. Maxed NL gives you 45%. Multiplied in(because those % don't add), that's in the 90% range. If 9 general is lower, than the NL is lower, but a conservative estimate would be 45% for General normally, so even then, maxed NL brings you up to 65.25%.
Essentially, if you're investing heavy in a general skill, it makes no sense not to invest heavy in NL, too.
