Can someone explain how to set up the offense to use WR and HB screen passes?

they are "short" passes. Look at your O playbook and you will see them named that...just call out that formation for that distance (short). And the AI will pull it out of your playbook.

if you want to use it 100% of the time then you have to remove all other short passes in that formation. you do this tho and teams will scout you out and stomp your guts out.

Not necessarily true. If you use the single back WR screen, just pull out the only other two short single back pass plays out of the playbook. Defenses won't be able to specifically target it as long as you throw plenty of other passes out of that formation.
Set your offensive AI for singleback, short, WR and it will only pull that play.
