Per Bort's Season 7 Updates thread:

Anyone have any idea what exactly this means? Does it mean that these SAs no longer have a base % bonus to breaking tackles and that it only gives the bonus if it activates now?

He didn't mention Lower Shoulder so I assume that's still the same as it ever was because it's not a randomly activated one.

Doesn't make sense. It should be lower shoulder not stiff arm because stiff arm's description says "increases the bonus to avoid tackels".

If I were to take an educated guess, here's what it could mean (in pseudo-code):

Old Break Tackle Score = random(break tackle range + (bonuses, if activated))
New Break Tackle Score = random(break tackle range) + (bonuses, if activated)

That should lead to a slightly higher "break tackle" score since the bonus is guaranteed when activated.

Bort since you are posting in here I figured I would ask about this.

"- Power Through, Stiff Arm, etc, are now bonuses added to break tackle ability AFTER it's randomized, instead of added before being randomized. This ends up making tackle breaking slightly more likely when they activate."

Is this supposed to be lower shoulder? I only ask because stiff arm's description is "increases the bonus to avoiding tackles" while lower shoulder is a bonus to break tackles.

Yeah, lower shoulder is included in the etc.
