I have the opportunity to buy advanced equipment that has a + 1 to Closing Speed (have also seen +1 to Blitz). Does anybody have any input as to whether CB Special Abilities like these work for other positions, specifically DE?

Blitzing means rushing the QB when he is trying to pass, for the purposes of the sim.
As long as the SA doesn't say it only applies to a specific position (Like the General SAs do), then as long as you are doing what the SA describes (Blitz, catch, whatever...) then it should work.
Most are just situation specific, so if your guy finds himself in the situation described by the SA that the natural position might find themselves in, he'll be able to use it.
