If they are both "naked", I think I would take the one in the tree I didn't plan on working.
RR for a Speedster, QC for a Possession guy.
Why? Because for a speedster, they are gonna be putting points into QC/FS/HF, etc. It will be much easier to raise especially if you have CE in there. However, you'd never see any other benefit in raising RR.
For the possession guy, you'd have points in RR, SH, etc but want to minimize your investment in the speedster tree.
Both SA's are good enough that you WANT points in them. I'd go so far as to say they are both game changers, so just try and figure out the one you'll get the most benefit from.
You will get the most benefit from the AE SA that you plan on raising anyway. If it is in your future plans to eventually raise QC to 10 you are better off with that AE as you then only need to spend SPs to raise QC to 4 or 5 and then use custom and AE to move it from 5 to 10.
Raising Quick Cut from 5 to 10 using skill points will cost 21 skill points...thus you save 21 skill points by using the AE to raise quick cut (not an insignificant amount).
LOL! And I would go with RR for his guy because he's not going to be investing much in his possession tree. Then again, I'm in favor of jacking up both RR and QC
WHAT! Your level 38 and you only rolled a single SA piece of AEQ? Here's the deal, that piece of AEQ is crap for your level. IF you have enough to fully upgrade your AEQ right now to level 32, keep shopping, if not, it doesn't matter which one because you'll never use it, just use it to hold your bonus tokens.
