If your gonna make him a blocker, thats a pretty good starting build, if your gonna make him a receiver, that build is pretty bad. Thats a real real good start to a balanced TE. Best thing you could do is soft cap catching asap, followed by str, then blk, since those get .5 raises per level. After that work on soft capping speed, then agility. You'd also need to work on vision/stamina quite a bit, as well as jumping/confidence/carrying to a lesser extent.
