yes, I like having closing speed on my CBs.

I would say yeah. Its at the end of the SA Tree and it would be great if you havent spent any points into Closing Speed yet.

I wouldn't...that's missing 4 attributes and 4 SAs for a custom equip.

Custom Equipment has +6 in attributes and +1 to 5 different SAs. The OP should have said "advanced equipment."

A lot of people say "custom" when they mean "advanced." I took me a few seconds until I figured out what he meant as well.

That just depends on which tree you want to concentrate and how important that SA is to your build. As far as value goes, it is a very nice piece. You have to decide if it makes sense to how you are building your CB.

I would pass on it.

The tackling isn't really that useful, and Closing Speed is a good SA but there are better ones for CBs.
