seems like every play, he gets a few yards, catches the ball, then seems to stand there?! is this because of a tactic setting or low agility/speed or what ?

I would assume agility and how the pass was thrown. Also it looked like a curl route so there is going to be some standing there.

After looking at that replay, it looks like your TE had a hard time catching the ball. He will not start running after the catch if he doesn't fully control it.

Catching will increase your overall catch chance.
Jumping will help you catch balls that are out of range.
Vision will help your TE adjust your route if the ball is badly thrown.

hmm. ok, thanks. just seems like every single play that I cath a ball he seems to stop after he catches the ball for a second.

Hook play, also having to Jump will stall a player as well.
