How effective is it to have the two highest stats agi and strength as opposed to agility/speed (which is what I usually see) ?

Effective enough to be a worthwhile strategy, though the speed/agility guys will likely continue to dominate the sack totals.

I am slow building my DE and I am seriously thinking about it. I do not want to be one of the regular DEnds

I'd say you can be effective with an agility/strength DE. Build up Agility first and also keep your speed within ten points of your str/agility. You'll need to invest more points into the Containment tree also.

That's how you build a run stopper.

Considering the fact that Bull Rush is completely useless, he'll suck against the pass. He might be pretty good against the run, though. Maybe a 3-4 DE.

Like I said, he won't be an elite pass rusher. Instead he will be more like this guy:

He's productive and a very good run stopper.

Agility should be A LOT higher than strength, no matter what kind of DE you're looking for.

If you want a great run stopper, try 60-60-90 speed/strength/agility.

EDIT: typo.

Currently slow building one, hopefully it will be much more attractive for season 8 teams.

Depends on how much strength. If you want to be a pass rusher do not go past the SC.

I tried that with a DE although he has more strength then agility(90 strength to 68 agility although all his eq. is in stength) it hasn't been very effective for me.
