he is not in it on the depth chart and it was the second play of the game so both my cbs were fresh?

The computer draws from the CB4 slot in your depth chart. If it is the same set up, both of the CBs in that slot were already in on the play, so the computer decides itself who the next best option is (apparently it chose the FS). I'd set it up so that all 5 CBs are in all five slots, or atleast so that all CBs in CB4 can't possibly be chosen in the CB1-3 slots.
