AGL determines how quickly you accelerate, but SPD does as well. The acceleration of your player depends on two things: 1) AGL and 2) the difference between your current speed and maximum speed. At your level you really should have SPD in the 80's or 90's to take advantage of that high AGL. You don't which is why your guy appears to be cutting slowly in games and can't break open.
And this isn't some "perfect" build. It's just something I've noticed while experimenting with my WRs in the past.
