Could a fast HB with 10 in Quick Cut and First Step but low agility work well?

I'm building a speed HB who I'm about to boost and I was gonna soft cap agility, but I'm thinking of just leaving it and just start working on high Quick Cut and First Step instead.

eh I would soft cap agi, but you could try it for the sake of glb

I decided to do it, I just boosted him and got his First Step to 6.

I definitely think that First Step is more valuable than Quick Cut.

He looks like he'd be a good kick returner.
