If they are in balanced focus is there blocking then picked by weather it is a pass or run, I only ask because i am watching a past game and their tackles step back for the pass which means pass block but push hard against the run which is a run block, didn't think you could pick both!

The play focus tactics have nothing to do with what the player does on the field (with some vision exceptions on D) - they only affect how well they execute them. So a OT set for Pass Block will still run block, he'll just do it with a 5% (the number is a guess) penalty to his attributes.
