I just hit the second soft cap on punting, so when I level up next time how many points will my punter get to the punting attribute? Is it 1 point or does it change based on what soft cap you are on?

It doesn't change until after level 21. 1 point per level drops to 0.75/level.

This, although it's technically 2 points distributed across your primaries; and drops to 1.5 at level 22. Since punters have only 2 primaries, they get 1 point on each. Here's more details:
