Step 1: Retire that player
Step 2: Roll another CB
Step 3: Softcap Speed
Step 4: Softcap Agility
Step 5: Softcap Vision
Step 6: work on everything else.

Is it ill advised to get speed/agility to second cap early instead of first capping the 3?

I agree with this:
Step 3: Softcap Speed
Step 4: Softcap Agility
Step 5: Softcap Vision
Step 6: work on everything else.

Second soft-capping SPEED and AGILITY without VISION means you can run real fast but can't see the QB throw or you may bite on fakes.

Well I planned on getting vision soft capped immediately after those two, but point taken.

You're doing fine. you don't have to retire him. Just get the speed up to cap, then agility, then cap vision, get about 2 in the first two speedster and get about 3 or 4 in supervision. then go from there.
