I have heard that you have to keep your speed to agility @ 2/3 . Any truth to this?

Everyone you ask will have different opinions. Do what you think is reasonable. I personally think it depends on the back you're trying to build. On my elusive backs I prefer 1/1.

I like 2:3 with agility higher because elusive backs seem to work this year and agility=elusiveness

There isn't a perfect speed to agility ratio, agility only affects acceleration up to a point then it's just agility. an HB with 100 agility and 50 speed won't have ridiculous acceleration.

Agility to me is more of a tool for SA effectiveness. I'd keep both equal for base stats, and simply use equipment to adjust the ratio between the two.

My speed is 67 and agility is 48, but my vision is under 30; I really want to put my boost points to speed, but kinda worried that my vision isn't high enough. Any thoughts?

The more speed you have, the higher max speed you get. And the more agility you have, the faster you will go. So in actuality, agility is what matters more. I would say 2/3 in speed:agi. Plus you can out run those damned safeties and linebackers. =]

From what experience are you speaking?
As stated earlier, the acceleration benefits of agility really taper off as you increase it. Once you hit 50-60 base agility you'll stop seeing noticeable gains in acceleration. At that point it's more about avoiding tackles and improving utilization of elusive SA's.
Speed is one of those stats that its effects don't taper off much as you increase it. You'll notice a huge difference between a back with 70 and 90 speed. You'll also never be able to make long runs as an elusive back unless you're faster than speedy db's. For these reasons, speed is every bit as important as agility.
