I just started a CB that I hope will be primarily a run stopper. I plan on getting my strength and tackling to 40 and my speed and agility into the 60s. I probably work on my vision with intense training.

What SA's should I put most of my points in and does anybody have any suggestions on how to build my CB?

umm softcap attributes, don't waste points putting it up to just 40. I'd take Strength to 60 as well. First Step and change direction are important.

60 is over kill. 35 on both is plenty. You will still have to play some pass defense and need to focus on that. Just be sure to use wrap up. First step, change direction, and super vision are all very important.

This too. But honestly, Super Vision >>>>>>>>> Change Direction > First Step. If your team plays a lot of man to man, be sure to take a lot of Shutdown Coverage as well, as [I'm pretty sure that] the boosts will carry on even if you leave your assigned man to go after a RB.

Wrong thread... 60 is enough to make sure he won't let a HB by on most occasions. Any less it's a good chance to let him by.

Make sure that STRENGTH is enough to break away from BLOCKERs (TEs, WKs).. cuz they may and will TIE you up trying to create a hole for the HB/FB to make his moves.

You don't want to be MAN-HANDLED.

I agree with this. If 60 strength is the goal then a SS would be a better idea.
