I'd like to ensure that my SS's #1 goal in life is to play the HB. Any help would be awesome.

I'm not sure it's even possible. First, you'd definitely have to blitz the ROLB and MLB. You can't blitz the LOLB, because that puts the SS on the TE by default. I think even if you don't blitz the LOLB, the SS will take the TE Duty, and the LOLB will take the HB, and leave the FB open.
Honestly, I'm pretty sure you can't consistently (or at all?) get what you're looking for in the current setup.
Try blitzing MLB/ROLB, Cover 1 Man. I'm guessing it puts the SS on the TE and the LOLB on the HB, and that's as close as you're gonna get.
