im the owner of a team and i have what i feel are two good tightends. however they only get about 2 to 3 receptions a game. how do i get them the ball more? i have a couple of medium pass plays that are targeted to the TE. each down there is any where from 10% to 25% chance of a TE option. i dont know if they ever trigger or not because i dont see much production out of my TE. when they do get the ball they average about 10 yards a catch so i want to increase their plays. do i need to go to shot pass plays to the TE instead of medium? is it just the defenses im going against? any suggestions?

You really already know the answer to this. Simply increase the number of TE passes. Short or medium both work well. You're going to get a lot of 5-6 yard completions with the short option. Medium works well with 10 to go. I don't recommend TE Long, myself.

Shouldn't a TE pass ratio of 25%, though, get you at least 10% TE passes over a season? That is not taking place for me, at least.

Depends, really. If you're going up against cover 1 defenses a lot, the TE pass is not going to be as wide open as it might otherwise be. You also have to consider who is covering your TE, and your TEs agility/speed and ability to get open. It's pretty easy to get open as a TE though.
Also, calling a TE pass does not mean you're going to pass to the TE. It just means that the TE is the primary target.
I would suggest putting in a "TE short" and "TE medium" at 100% for a few inputs and see how it works. I never liked the idea of multiple outputs for a single input.
On the AIs my teams use, we have as many as 6 or 8 outputs for a single input, but for any given game, they are generally set to either 0%, 50% or 100%.

I like using my tight ends. Forbin is right though, It boils down to how they play defense. My tight end has had monster games where he catches 17 and another where he caught 20. or games where he isn't even a factor. I have not changed the tactics. and when you call a play for a tight end even 100 percent, he has to be open or the quarterback checks down to the receivers fullbacks and half backs. It's pretty tuff but once you get it you have to leave it and understand you won't be able to pass to your tight end all the time, even if you set the A.I. to do it, every single play. you wouldn't do this, but it's an example.

Med TE kicks ass for all 3 of the teams i OC =)
My TE is 2nd in the league in receptions and is 2nd for yardage for TEs (or i was till this last game of zero receptions vs the leagues number 1 team)
I am a huge fan of the med TE pass.
