You're WR is fine. His previous years stats are decent and this years stats don't stay on what should be an upward curve. It isn't because of anything you did, your team just plain sucks. You lead the team in receiving, but if your QBs throw for a total of 70 yards a game, nothing you can do will help increase production.
Your team is under-leveled for your league. You won't see good production from nearly any players on the team if the team is constantly getting crapped on. There can be exceptions but only with specific game planning... It's unlikely and not really a testament to good player building.
As for improving your WR, the best thing you could do right now actually, is putting on custom equipment. When you level you should put it into speed, catching, or jumping. You're a little late in your career to worry about soft capping everything, but you probably are behind the curve in separation stats so my suggestion would be to raise stats that allow you to catch in coverage. You can either close the speed gap or widen a different one.
