Is the "on the run" special ability only good for scrambling QBs? I'm just thinking because I see my QB and other QBs are mostly throwing while moving in one direction or the other, but inside the pocket. A friend of mine told me it's only for QBs that go outside the pocket, but I just want to see if anyone else knows for sure.

Moving inside the pocket is usually just avoiding people or stepping up.
Outside the pocket is where "running" is.
So pretty much only outside the pocket.
