is it too late to turn into an elusive HB?

It's not too late, but if you really want an elusive HB just retire him and start again.
Anyway if you still want to make him an elusive HB don't put anymore points in the SA's and just focus on getting his speed and agility up.

id say its better to retire solely because of the SAs

if you just had simply 21 strength I would say you would be fine but kind of no point of an elusive with those SAs
