Probably including equipment. I haven't seen many people go past the 3-for-1 cap in speed lately. Once people get speed to 60 and put all their equipment into it, they generally stop.

Well I am with one of my slow build WRs and he's gonna be awesome. He currently has 80 speed (66 base) which wiill be 90+ by level 21 and he'll have soft capped agility and catching by then with decent minor attributes.

2:1 speed to agility is working pretty well for me so far, I think I can improve it by adding more agility though.

Those people don't plan ahead well IMO. Everyone else always stops at the 3 soft cap, especially CBs who have to work on tackling, jumping, vision, etc.
If you keep adding past the 3 soft-cap, you're gonna generally be faster than everyone else and get wide open pretty easily.
