Your speed is better for you to be at OLB. R or L. He needs to get his STR up and move to MLB.

I don't know, man. SPD is still important at MLB, too. Though not as important as OLB, you still need to cover TEs/HBs and roam sideline-to-sideline on rushes, etc. Your SPD was good for an MLB, but not so great (but certainly adequate) at OLB.
With the points you have in D-Gen (don't know if that included equipment or not, but either way) and the overall balance of your build, I'd shoot for MLB.
At MLB, I'd up vision to match the rest. If OLB, get that SPD up. My opinion.
