We had a fast/agile HB running it this morning. It doesn't outright suck and HBs don't jam up as bad as they used to, but they still do more stuttering than necessary.
Seems to me it will work decently against a mediocre/low-leveled defense, since an elusive-build HB will use his moves wait for a sweet hole to open up and then burn his way through it. However, the dancing, too much lateral movement, etc. will likely get him eaten up by fast+smart linebackers, and DL with agility+wide tackling ranges.

Still not the way to go. I have a 71.5 speed 58.5 agility HB and there is still a lot of hesitation and lateral movement.

You said your teams RB averaged 10 YPC last year, so there must be nothing wrong with it.
