We don't know what will happen in the next season or two when/if we come out of beta and they begin advertising. Lets see how things go at that point. If there isn't an influx of new people then contract as needed. There are some larger numbers of teams coming up with the APD changes that might help push more decent teams into nat pro's in the future.
A lot of people retired players early to start over.
Perhaps instead of contracting the leagues, perhaps more teams should get dumped out of national pro and back into regional pro each season. The 3rd and 4th worst teams in the nat pro's can't be that much better than the 3rd or 4th best of regional pro can they?

Yes, so why not do it? Perhaps i'm not understanding your point. However aren't CPU teams already moved out each season?
There is nothing you can do to prevent teams from rage quitting mid season after they get there and get hammered. But if you have a team in nat pro that goes 2-14 and was 13th or 14th in their conference, wouldn't it be better to move them out of nat pro, back to regional pro, and move up an additional regional pro playoff team to give them their shot?

Yes, so why not do it? Perhaps i'm not understanding your point. However aren't CPU teams already moved out each season?
There is nothing you can do to prevent teams from rage quitting mid season after they get there and get hammered. Two things. One, even if there is an influx of new agents -- and, as would follow, players -- it will take several seasons for that influx to have any impact at the regional/national pro levels. Two, the "3rd and 4th worst" question is a good one to ask, but it has different answers depending on whether you ask at the start of the season (answer: probably not that much different) or at the end of the season, when the teams that had been in semi-pro the previous season have had a chance to catch up (answer: not much better at all, rather much worse). There just isn't that much cream rising through regional pro, and it usually rises very quickly.

The downside and unintended consequence is that all leagues become meat grinders and people who aren't super-nerds who can sit and gameplan/come up with AIs/recruit like crazy will grow frustrated because they can't compete and gut/quit/etc. and we'll have the exact same problem we have now only we've cut the dot base in half and this problem just keeps perpetuating itself...

I agree with this in alot of ways...but I want to ask a question about this.
If this is the case then would the game be better if we had 16 leagues of 16 teams in PRO instead? Since then we'd have more league winners which could get more popularity?

If game preparation, etc. went back to season 3 style I think yes. It was easy to pick up but difficult to figure out and there was alot of interest.
Now it's just an assload of math and spreadsheets and inputs/outputs and most people can't handle that level of dedication...
If you want to keep it complex then yeah go to 4 pro leagues. Then when half the people quit and stop making dots because they can't compete with the super-super nerds go to two pro leagues. Then just let DS play by itself because they'll be all that's left.
If you want to attract more people take it back to simple but still engaging and keep the pro leagues. if you're a new person you almost need a college course to catch up to knowledge in this game and even then you'll only survive if you get in a network I think for the most part.
This idea is fine but just treats a symptom rather than the actual problem with this game, which is that it's gotten too effing complex and convoluted for people to pick up and start playing so the user base is stagnant or declining as people run through their leftover flex.
