Of course because there's laws against that. Bort had no rule against what Gart did, thus enabling him to do it.

Collision is two or more parties working toward an explicit (and nefarious) goal. BFM's owner was not aware of this goal, thus it cannot, by definition, be collusion.

However, he gave Gart permission to do it when he gave him access to the tactics and thus is responsible for what Gart does since he agreed to letting Gart alter the AI...so he agreed to whatever Gart did which makes it an agreement between BFM and Haliblack...thus collusion. If the 2 teams did not agree to do this then it would not have happened.

I really have no caring either way, I just have to uphold the English language at all times.
