Can you link me to your solution so I can look it over please? I have set this one using the basic AI. Once that has run then the next stage will be to put in the outside blitzes from the CB - as we know pressure on the QB causes them to squeal like girls and lob the ball into empty space.

Yes, although this one won't have anything exciting in it. It will be to implement the improvements. In fact it would be nice if everyone got involved and watched the game so we can all look it over and make comments about what we see. This is now a community project.

Yeah. I know I'm kind of torn right now between making new players, or boosting my existing ones for the end of the season playoff run. If we create on day 41, then all of that worry is eliminated.

and this only affects people trying to play pee-wee
slow build teams or whatever can still create on day 31, they just can't stash them in pee wee anymore taking up a valuable spot from an owner who WANTS to compete

Well, they could solve that by making a regular cap 1 league that goes up like all the rest. You know, after a few games, you can recruit at level 4, and onward and upward, just like the real leagues. They could leave PeeWee to be the niche product it is.

The point of making day 31 players is to get the slight advantage. Forcing Pee Wee teams to only be able to get lvl 41 and after players means it's going to be even harder than it already is to get people to sign as you going to have 400 teams sending PMs and contracts out to people. Having a Pee Wee team yourself, you know how hard it is. Hell having 3 teams yourself, you know how hard it is. Recruiting during the season, helps more than people think. It's going to make life even harder for not only the teams but the players because now the players are going to have up to 400 contracts to sort through and who knows how many PMs.
So I ask again, how is this going to improve Pee Wee?
