I think the problem may be more fourth and short is too easy to pick up (not fourth and inches...fourth and short), so 2.5 yards per carry is really all you need...you don't even have to be very good at it to have an effective power running game. Of course, this problem existed last season as well, but now everyone knows about it.
Overpowerd blocking is as much the problem as power backs. It may not be massively overpowered for each calculation, but when you consider how many blocks are going on each play...
There is also the problem with specialized TEs that the LBs have to cover so that if they put enough points in strength/tackling to be able to tackle power backs well they will not be able to keep up.
