For my players, I save BTs almost exclusively, except if they help reach a cap sooner. I think that since it takes so long to get from L24 to L40, and because the cost of upgrades goes up so fast, you should look for your 2nd piece when the first is at th 4th upgrade (+7attr,+3SA). By the time you reach level 40 (when you can get the 4th SA point on a piece), the second piece will be at or close to the 4th upgrade. This saves having your player waiting to get to level 40, and gets that other piece on the go sooner.
It also gives you and your owner more bang for your buck, as the 5th upgrade alone costs more than getting a whole piece to the 4th upgrade and only gains you 1 extra attribute point.
